R.L. Smith & Associates was established in 2007 as full service Marine Survey & Consulting firm. Roy Smith, the principal surveyor, has over 32 years of marine-related experience with 22 years spent as a full-time marine surveyor.  With offices in Missouri, Iowa, and Illinois, R.L. Smith and Associates can provide assistance throughout the Midwest with the following:

Condition and Valuation Surveys

Condition and valuation surveys and failure analysis (causation determination) employing standards and science to support findings.

Barge/Towing Vessel Charter Surveys

A thorough examination of the vessel before and after charter service.  Detailed report providing information on the condition of the vessel before and after.

Damage Surveys

Cargo damage surveys, barge and boat damage surveys, dock damage surveys and on/off charter surveys and appraisals.

Draft Surveys

Barge freeboard measurements taken twice each time to provide the most accurate results.  Electronically submitted report provides weight of cargo loaded or unloaded in an expedited fashion.

Ultrasonic Thickness Gauging

Ultrasonic thickness measurement of hulls, decks, framing, bulkheads, etc. using precision non destructive testing equipment.  NDT Certified Level II under ASNT Standards and Practices SNT-TC-1A.

Consulting

Training and certifications, coupled with practical experience to provide clients with accurate information at any time and any location.

Salvage

On call 24/7 to provide assistance with marine salvage operations, vessel lightering, ballasting, etc.

NAMS

Certified member of the National Association of Marine Surveyors (NAMS), the premier global surveying organization requiring the HIGHEST level of ethical conduct and continued education as a part of their minimum membership requirements. Vice President of Western Rivers Regions.

SAMS

Accredited Marine Surveyor with the Society of Accredited Marine Surveyors (SAMS). An organization of Professional Marine Surveyors requiring a High level of ethical conduct and continued education as a part of their minimum membership requirements.

ABYC

Certified Master Marine Technician with ABYC (American Boat & Yacht Council, Inc) – ABYC is an industry leader in the writing and implementation of safety standards as it pertains to vessel construction, blocking and systems installation. Certified in Standards, Marine Systems and composite boat builder.

AGMA

Certified Fundamentals of Gearing / Gear failure analysis sanctioned by AGMA (v).

USPAP

Certified USPAP (Uniform Standards of Professional Appraisal Practice) –
National Association of Professional Appraisers.

IICL

Institute of International Container Lessors – Certified Container Inspector

ASNT

American Society of  Nondestructive Testing Level II Certification – Ultrasonic Thickness.

Subchapter M

Certified Senior Subchapter M Auditor and Surveyor in accordance with 46 CFR 139.130.
